Digital ID in Croatia: eOI, Certilia and e-Citizens

How to prove who you are online in Croatia with the eOI card, Certilia or mobile.ID and the e-Citizens system, plus the EU wallet outlook for October 2026.

In Croatia you prove your identity online through NIAS, the national authentication system behind the e-Citizens portal. You can use the eOI identity card with its chip, the Certilia or mobile.ID credentials, or tokens from banks. The eOI card scheme is notified under eIDAS at the high level, and the agency AKD is building the country’s EU wallet.

The national system

The e-Citizens system (e-Građani) is the front door to Croatian public e-services. Behind it, NIAS checks who you are and accepts different credentials. The government groups them by security level, in line with the EU’s levels of assurance:

  • High: the eOI identity card, mobile ID for the identity card, Certilia and mobile.ID credentials and some certificates from the Financial Agency (Fina).
  • Substantial: tokens and certificates from several Croatian banks, the e-Citizens mToken and some smart cards.
  • Low: the e-Citizens ePASS, some username and password logins and a few telecom or postal IDs.

You choose the credential that fits the service. Sensitive procedures typically need the higher levels.

How to get and use it

  1. Check whether your identity card is the new eOI with the chip and whether you know its PIN. If not, the police office that issues cards can explain the activation.
  2. For a smartphone option, register for Certilia or mobile.ID. You will need an identity check, either in person or through a remote procedure offered by the provider.
  3. If you only need basic access fast, apply for the free government credential (the mToken or ePASS for e-Citizens) at a Fina branch.
  4. On the e-Citizens site, pick your credential and follow the prompts. You can see your messages, apply for documents and use further services after login.

The EU wallet in Croatia (October 2026)

According to government decisions, AKD is responsible for Croatia’s EU Digital Identity Wallet, and AKD describes its Certilia Wallet as EU-wallet ready. An independent tracker nevertheless listed Croatia in July 2026 as an announced project without a public sandbox, and we found no certified, publicly available wallet. Use abroad and for foreigners

The eOI scheme is notified at the high level, so services in other EU countries that are connected to the eIDAS network should accept it. Support varies, so test it before a deadline. Our page on using your national eID in another EU country explains what to expect.

Foreign nationals living in Croatia have a dedicated list of accepted credentials on the official gov.hr site, including bank tokens and the free government credential. Neighbouring Slovenia and Hungary use their own systems, so a Croatian login does not carry over without the eIDAS route.

Privacy and security in brief

Treat your eOI PIN and your mobile credential like a bank card: never tell them to callers or write them on the card. When registering through a remote process, check that you are on the provider’s official site. If you lose a credential, ask the issuer to revoke it immediately. The government’s list of accepted credentials is the best starting point for current options.
