The national system

Lithuania offers several ways to log in, which together cover most people. The portal epaslaugos.lt lists electronic services of state institutions, and its Electronic Government Gateway lets you sign in with online banking at several Lithuanian banks, with Mobile Signature, with the electronic signature on the chip ID card or on a USB token, or with Smart-ID. Because the identity behind these methods was verified in person or by a bank, they work as legally recognised identification. The notified scheme is the eID card; see levels of assurance for what the high level implies.

How to get it and use it

The chip ID card is issued by the Migration Department and contains certificates for authentication and signing, protected by PINs. Use it with a card reader. Mobile Signature is a service by mobile operators that uses a special SIM card and PIN codes, so it works on basic phones too. Smart-ID, run by SK ID Solutions, is a smartphone app available in Lithuania, Latvia and Estonia, reported to have roughly 1.6 million users in Lithuania; it supports login and qualified-equivalent signing. You usually activate it through your bank or at a registration point, and your bank can explain the steps.

The EU wallet in Lithuania (October 2026)

In February 2026 Lithuania selected Procivis to provide its national wallet sandbox, working with the State Digital Solutions Agency (VSSA), which also coordinates the Lithuanian side of the EU large-scale pilot APTITUDE. The government’s own plan names the fourth quarter of 2026 for creating a national digital identity wallet ecosystem, with the Ministry of Economy and Innovation in charge. Independent trackers in September 2026 list Lithuania as an announced project without a public sandbox. Under EU rules every member state has to offer a certified wallet by the end of 2026, so more information should follow soon; our overview of the EU Digital Identity Wallet explains what to expect.

Use abroad and by foreigners

The Lithuanian ID card scheme is notified, so public services in other member states that are connected to eIDAS can in principle accept it, and people from other countries can use their eIDs on connected Lithuanian services. Smart-ID is also usable across the Baltic countries for commercial services. In practice, coverage differs per service; the guide to cross-border eID lists what to check. Foreign residents should ask their bank or the Migration Department which methods they qualify for. For neighbouring systems, see Latvia and Poland.

Which method should you choose?

If you already bank in Lithuania, your bank login or Smart-ID is usually the least effort, because both work on the e-government gateway without extra hardware. Mobile Signature suits people who prefer a SIM-based method and a basic phone. The chip ID card is the right choice when you want a signature that does not depend on a phone or an app, at the cost of needing a reader. Keep at least two methods active, for example Smart-ID and the card, so that a lost phone does not block urgent matters. The national wallet will join these options later and is not a reason to postpone setting up what you can use today.

Privacy and security

Keep PINs separate from the card and the phone, never approve a Smart-ID or Mobile Signature request you did not start, and check the transaction text shown before you confirm. SIM-based services depend on your phone number staying under your control, so protect it with your operator. The planned wallet aims to share only the attributes a service needs.

Frequently asked questions

Which login methods does the Lithuanian e-government gateway accept?

The Electronic Government Gateway on epaslaugos.lt accepts electronic banking from several Lithuanian banks, Mobile Signature, the chip-based electronic signature on ID cards and Smart-ID. The exact list can change, so check the portal.

What is the difference between Mobile-ID and Smart-ID?

Mobile Signature, also called Mobile-ID, is tied to a special SIM card from a mobile operator. Smart-ID is an app that needs no special SIM. Both can be used to log in and sign, and both are recognised in Lithuania.

Is the Lithuanian EU wallet available?

Not as a confirmed public launch as of October 2026. Procivis was selected in February 2026 to supply the national testbed, and the government plans a national wallet ecosystem by the fourth quarter of 2026.

Can I use Lithuanian eID in other EU countries?

The Lithuanian eID card scheme is notified, so connected services in other member states can in principle accept it. Coverage depends on each service.
